Federation Phaser Rifle concept

Starfleet may not be strictly a military organization, but as the agency charged with defending the Federation, the role of soldier is one they must often assume. To that end, why not equip Starfleet with a weapon that has a bit more bite; the MK IX Phaser Rifle.
